Christina Droggitis

Christina joined the Center in April 2009. She is a graduate of New York University with a B.A. in Comparative Politics. Before joining the center, she spent two years in Tanzania with the Clinton Foundation HIV/AIDS Initiative, where she worked collaboratively to strengthen the health care system and expand access to care and treatment programs for people living with HIV/AIDS. As an undergraduate, Christina studied in both Ghana and Spain, and also gained conflict assessment research experience as an intern with the Fund for Peace. At the Center, Christina works with the HIV/AIDS Monitor team.

The GHI: Has Spring Finally Sprung?

In a note from Kenya, Lois Quam, the freshly appointed head of the GHI, announced the release of the first GHI+ country strategy, to be found on the newly established GHI.gov website.  After two years of near radio silence from the USG in the way of physical documents outlining just how this $63 billion dollar initiative will be implemented, the GHI under Quam’s leadership seems to be blooming. My World AIDS Day Wish: Data and Greater Transparency

After almost five years (yes, it’s been that long!) of tracking and analyzing key features of the design, delivery and management of top global AIDS donors, several key policy debates have emerged from the HIV/AIDS Monitor’s country-level studies. Perhaps the most prominent was our call for greater information and data transparency, because we found that the lack of data made effectiveness analysis difficult, if not impossible. The Monitor has consistently urged donors to publicly disclose both their financial and programmatic data. (For more on this, see here, here and here, and a special report on PEPFAR based on 2004-6 data that were released under the Freedom of Information Act. In addition, my colleague Nandini Oomman sent a special memo to President Obama as he took office two years ago, which called for greater transparency of aid spending and learning to make U.S. foreign assistance more effective). PEPFAR Earns an ‘A’…but See Me After Class

The GAO just released a report on PEPFAR and country ownership, which evaluated how well the U.S. government has aligned its PEPFAR programs with recipient countries’ national HIV/AIDS strategies. The report finds that PEPFAR’s recent efforts—notably the 5-year strategy, partnership frameworks, and OGAC guidance to country teams—have resulted in programs that, for the most part, align pretty well with national strategies, goals and priorities.

Does the Global Fund Reach the Most Marginalized and At-Risk Populations? (Postcard from Vienna)

Under the banner “Rights Here, Right Now,” the International AIDS Conference currently taking place in Vienna is committed to translating funding for human rights-based programming for HIV to address the stigma and discrimination that often impede an effective response. On Wednesday, Global Fund executive director Michel Kazatchkine and others participated in a session titled “The Global Fund: Proving Impact, Promoting Rights.”  The majority of their discussion focused on how the Global Fund can better address the most vulnerable and marginalized populations—those living with and most at-risk of acquiring HIV/AIDS—rather than the successes of the Global Fund. Slender on Gender: Global Fund Round 8 and 9 Proposals

The Global Fund Secretariat just released a report looking at gender analysis (or lack thereof) in Round 8 HIV-specific proposals.  Guidelines for Round 8 proposals were the first to encourage applicants to have an increased focus on gender issues.  This encouragement was reinforced with a fact sheet on gender and a “Gender Equality Strategy” outlining the importance of scaling up gender sensitive responses, particularly to HIV.  Because of our own report on gender, where we argue that donors’ global strategies and policies on gender fail to translate into systematic programming on the ground, the HIV/AIDS Monitor team has high interest in seeing how these and future proposals from the Fund address the relationship between gender inequality and HIV/AIDS. 

Yet after evaluating all of the Round 8 proposals, the Secretariat noted that only a few actually had strong gender components. Read More…

Community Programming, the Final Frontier: Going Where No World Bank Evaluation Has Gone Before

On February 8th, the World Bank released a two-page summary of an evaluation underway to identify the effectiveness of the Community Initiatives component of the World Bank MAP, and how, if at all, it adds value to the national response. The evaluation—conducted in collaboration with DFID and the UK NGO AIDS Consortium—hopes to garner enough evidence to definitively show whether community involvement enhances the national response, with the idea that going forward, governments and stakeholders will use these findings to better structure their design and implementation of community-based programs.

While key questions remain—i.e., How is the evaluation being conducted? Will new data be collected in the communities or will it be just a review of project reports and secondary data? What and how many countries will be studied?—the evaluation comes as welcomed news. Read More…
