Or does this refer to Bosnia?

It does refer to Bosnia. I realize there is more going on there than just the global financial crisis, that there was probably also a real overborrowing problem. But it does strike me as different from, say, Bangladesh, more linked to the global economy. Anyway, you can’t say much in a tweet!
